Usually the RTM build and the final copy are the same build, but not always. Some times a bug is found that a company does not want to be in the shipped copy of their software.

So if I install RTM when available on Technet I may have to reinstall when GA released if it is changed?

It will be posted as a hotfix if this happens, but there is a VERY short period of time between RTM and manufacturing of dvd's etc for GA - so it's unlikely to happen.
