So, I’m not the biggest fan of netbooks, but I do see their place among PC’s. I actually tried to pull my brother away from purchasing a netbook because I thought he would want something with a bit more functionality. I was wrong. He seldom ever uses his netbook for anything other than sitting on the couch and monitoring his fantasy basketball and football accounts. He also uses it to VPN into his work PC for work-at-home type stuff.
He is very happy with his netbook, even though it houses an 11 inch screen, an Intel Atom processor and low performance parts, he is perfectly happy with what it does do well. This goes to show me (and Steve Jobs) that it doesn’t matter what’s inside as long as it does what you intend your machine to do.
That being said, one of his complaints after bringing his netbook home and booting it up the first time, was the lack of a customizable wallpaper. I know, it seems like something so trivial, but I’d bet that almost anyone reading this right now has a non-default windows wallpaper being displayed on their desktop. Now, those with Windows 7 Starter need not worry any longer. StarterBackgroundChanger, is a small program made specifically to allow Windows 7 Starter users to set and customize their Windows 7 backgrounds. The drawback is that the installer is in French, so good luck.

I originally read about this program on downloadsquad.com, so you can look at their screenshots to help you chose the correct installation options if you do not know French. You can download the program here.
Hopefully this helps anyone who is running Windows 7 Starter. Like it? Love it? Hate it? Don’t blame me, but let us know in the comments what you think of this program.
