Snipping tool exists from vista and people dont know about that tool.
Also i want to add that you can right click on the snipping tool icon and on properties pane you can add a shortcut key so you can capture a part of your screen fast.
Me for example i have alt+shift+4 , helps me since i have the same on my macbook.
Hope that helps some people.

Also, from techsmith there is a great tool that i used to have on XP, jing.
Is a free tool but i really dont find it useful anymore cuz of the snipping tool
But you can check it out and see if makes your life easier.
